Menthol cigarettes, ten packs and small rolling tobacco pouches are to be outlawed.
Bigger health warnings on packets and a ban on descriptions such as 'light', 'mild' and 'low tar' will also be introduced.
There will also be new limits on advertising for electronic cigarettes although they will not be regulated as medicines.
The clampdown was agreed by MEPs today and should be written into law next year.
The decision was welcomed by anti-smoking campaigners who say it will save thousands of lives.

It will lead to a ban on menthol cigarettes by 2022 and mean that 65 per cent of each cigarette pack has to be covered in gory images such as the inside of a cancer-riddled lung.
Menthol cigarettes have been targeted because studies show they appeal to younger smokers.
The decision on e-cigarettes was widely welcomed as an attempt to ensure they remain readily available to those trying to quit.
Expert Prof Peter Hajek said: 'Current research indicates that the risks to health from using e-cigarettes are minimal.'
But UKIP MEP Paul Nuttall said: 'This EU tobacco directive defies logic, even the EU's twisted logic. Banning packs of ten will not stop people smoking, it will just make them buy more cigarettes and make them poorer.'

Woman who dreamed of being mum dies weeks after giving birth

A mother who dreamed of having children for years died less than a month after giving birth to her first child, an inquest heard.
Hayley Constable, 27, was said to be 'absolutely thrilled' when baby Alfie was born – a year after she had suffered a miscarriage.
But, only weeks later, the claims technician died of a stroke following a series of complications from an infected Caesarean wound.
Ms Constable's mother, Anne, from Ramsbottom, near Bury, said: 'She was thrilled to become a mum. She was adored by the entire family. I cannot put into words the distress that we each feel.
'She was simply an amazing young lady.'

She was allowed home two days afterwards and was said to have been in 'very good spirits'.
Mrs Constable, 52, added: 'She seemed to be well. She spoke of the usual – breastfeeding, tiredness – the normal things a new mum would talk about.'
But less than a week later, Ms Constable was readmitted as her Caesarean wound had become red, swollen and lumpy.
She had surgery to drain the infection but developed breathing diffic-ulties and was put on a ventilator.
And just a fortnight later she was killed by a stroke, with her family and Alfie's father, Martin Fitzpatrick, at her bedside.
Her family paid tributes to 'a loving and affectionate partner, daughter, sister and friend'.
They added: 'She was greatly looking forward to having Alfie in her life and building a family of her own with her partner.'
Recording a narrative verdict, coroner Simon Nelson said Ms Constable died of 'a rare but recognised complication'.

At this point in the recording a woman can be heard shouting asking 'you don't like children?', to which Mr Judalet responds: 'I love children, yes, I have a little girl. I'm telling the truth, strictly the truth.'
